The purpose of this report is to advise of the results of Tender Call 48-2016 issued for the Ashbridges Bay Treatment Plant Phosphorus Removal Upgrades, in accordance with specifications as required by Toronto Water, and to request the authority to award a contract to Bennett Mechanical Installations (2001) Ltd., in the amount of $26,435,100 net of all taxes ($26,900,358 net of HST recoveries).
RECOMMENDATIONSThe General Manager of Toronto Water and Director of Purchasing and Material Management recommends that: 1. The Public Works & Infrastructure Committee, in accordance with Section 195-14C of Toronto Municipal Code Chapter 195 (Purchasing By-Law), grant authority to award Contract 15-TW-OS-03CWD, Tender Call 48-2016 for Ashbridges Bay Treatment Plant Phosphorus Removal Upgrades in the amount of $26,435,100 net of all taxes ($26,900,358 net of HST recoveries).
The total amount to award Construction Contract 15-TW-OS-03CWD, Ashbridges Bay Treatment Plant Phosphorus Removal Upgrades identified in this report is $29,871,663 including HST and all applicable taxes, charges and contingency allowances. The total cost to the City is $26,900,358 net of HST recoveries. The engineering estimate for this project was $27,182,619 including HST and all applicable taxes, charges and contingency allowances ($24,478,791 net of HST recoveries). Funding is available in the 2016 Approved Capital Budget and 2017-2025 Capital Plan for Toronto Water in the Account No. CWW019-24, Ferrous Upgrades. The forecast for the project is shown in the table below (net of HST recoveries). DECISION HISTORY At its meeting on March 20, 2013, Bid Committee granted authority to award an engineering consultant services agreement to CIMA Canada Inc. for the provision of engineering services (design, contract administration and post-construction) for the Ashbridges Bay Treatment Plant, Replacement of the Ferrous Chloride Unloading, Storage and Transfer System and Chemical Gallery Upgrades as a result of Request for Proposal No. 9117-12-7152, for a total award value of $2,365,782.00 (net of all taxes). The Ashbridges Bay Treatment Plant is one of four wastewater treatment plants operated by the City of Toronto. Built in 1910, Ashbridges Bay is one of Canada’s largest and oldest wastewater treatment plants. The facility is located at 9 Leslie Street in Toronto’s east end and also includes two raw sewage pump stations located north of Lake Shore Boulevard at 1091 Eastern Avenue. The plant is on a site approximately 40.5 hectares in the City of Toronto. The Ashbridges Bay plant services the area bounded by Steeles Avenue on the north, the Humber sewershed on the west, the Highland Creek sewershed on the east, and Lake Ontario on the south. It is the largest secondary wastewater treatment plant in Canada, with a sewershed of approximately 25,000 ha, and a connected population of 1,524,000 people. A map of the Ashbridges Bay sewershed area is included in Appendix A.
Construction of the plant was carried out in several phases and commenced in 1910 by the former City of Toronto. Construction of the present plant began in 1943 and has continued in various stages since that date. The plant is rated for 818 ML/day, provides complete wastewater treatment, including removal of suspended solids, dissolved organics, and phosphorus. The plant also provides effluent disinfection and disposal of biosolids, including the biosolids that are generated and transferred from the Humber and North Toronto Treatment Plants. Major treatment processes include screening and grit removal, primary treatment, secondary treatment, phosphorus removal, effluent disinfection, waste activated sludge thickening, anaerobic digestion, biosolids dewatering and biosolids management. Treated effluent is discharged to Lake Ontario. Numerous auxiliary systems are required for proper operation of many plant processes including: potable water, process water, HVAC, electrical power distribution, gas, chemicals, instrument air, etc.
